Position Description

The Department of Information Resources (DIR) requires the services of one Database Administrator, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Database Administrator3 Category, Emerging Technology Type and the specifications outlined in this document for the Texas Health and Human Services Commission (HHSC) Enterprise. All work products resulting from the project shall be considered “works made for hire” and are the property of the HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s). The Enterprise Data Governance (EDG) Database Administrator position will be a part of the System Information and Asset Management (SIAM) team which is part of the Health and Human Services Commission's (HHSC) Information Technology team. The SIAM team works closely with the Center for Analytics and Decision Support (CADS) team to support the Health and Human Services data analytics strategy. The EDG Database Administrator:

• Is responsible for performance and/or oversight of system administration of Master Data Management (MDM) production, test and development servers which utilize an Informatica application tool stack.

• Has an excellent understanding of MDM principles and tools.

• Works collaboratively with CADS staff and HHSC Information Technology team members to implement new program requirements for master data, identity resolution, and reference data.

The applicant will be able to demonstrate extensive experience in:

• Enterprise level database server setup and ability to create/configure/maintain databases in Oracle 12c

• Enterprise level application upgrades, production rollouts, code reviews, and working with developers in debugging of Informatica stack application related issues

• Implementation of Oracle high availability technologies (e.g. RAC, DataGuard, Golden Gate)

• Patching & upgrading of Oracle homes and databases • Configuring database backup and recovery (using RMAN, etc.) • Planning/developing/testing and implementing database backup procedures

• Designing and implementing database maintenance plans and disaster recovery plans

• Performance tuning of databases and database queries

• Usage of Oracle Identity and Access Management for managing and maintaining enterprise users and their roles/privileges

• Logical and physical data modeling of MDM databases (using ER Studio)

• Data acquisition, movement, and transformation (using Oracle and Informatica tools)

• Understanding of HIPAA compliance policies and HHS security requirements

• Working with Oracle and/or Informatica support to resolve any critical issues or bugs encountered during database and application upgrades Database Administrator, HHS Enterprise Data Governance Job Description: The Database Administrator (DBA) performs systems and applications database administration for a multi-terabyte Master Data Management (MDM) implementation in support of the Health and Human Services (HHS) Enterprise Data Governance (EDG) project. The mission of the EDG project is to ensure HHS system data is visible, accessible, understandable, trusted by users, and governed to advance data quality and data analytics. The goal is to enable data-driven decision making across the HHS system. The EDG DBA has an understanding of MDM principles, goals, and tools and how these relate to overall HHS data quality. The DBA is responsible for performance and oversight of system administration for the HHS MDM production, test, and development servers, and the Informatica application tool stack. This position works closely with the Center for Analytics and Decision Support (CADS) staff and Health and Human Services Commission (HHSC) IT staff to implement new program requirements for mastered data, identity resolution, data attribution, and reference data.

• Works with CADS staff and HHS IT to tune and maintain databases. Identifies opportunities to streamline data processes, reuse data, and leverage existing processes or infrastructure in order to increase quality and reliability of HHS master data. • Documents data-related processes, creates and maintains system design documentation. • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Knowledge Skills Abilities: Advanced analytical and database administration skills. Understanding of enterprise level data governance, metadata, data quality, and MDM concepts. Understanding of ITIL tasks. Skill in communicating effectively both orally and in writing. Ability to manage competing priorities, work under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships. Ability to work cooperatively and effectively in a team environment. Ability to exercise judgment and work independently with limited direction. Registration or Licensure Requirements: TBD Initial Selection Criteria: Required: Graduation from an accredited four-year college or university. At least three years’ experience with HHS (or other large healthcare payer) as a database administrator with significant relevant work experience. Previous experience in maintaining and tuning MDM and metadata application databases. Extensive experience acquiring and maintaining data from disparate sources. Demonstrated history of career advancement in progressively responsible roles. Previous experience working on cross-agency data-sharing initiatives and/or data exchange interface development. Familiarity with agile software development lifecycle. Other Special Requirements (Optional): Because of the nature of the information in the system that will be implemented, all entities must sign a Data Use Agreement (DUA) as a condition of employment. Face-to-face interview required.
