Position Description

DESCRIPTION OF SERVICES The Texas Department of Information Resources (DIR) requires the services of one TSDS Database Application Developer, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Programmer/Developer Analyst 2 Category, Emerging Technology Type and the specifications outlined in this document for the Texas Education Agency (TEA). All work products resulting from the project shall be considered “works made for hire” and are the property of the TEA. TEA may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. TEA will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s). This position will be responsible for developing the performance enhancements for TSDS PEIMS System, which is a complex system handling agency’s legislatively mandated data collection needs and provides data for all agency program areas to calculate variety of metrics and statistics related to student and teacher outcomes. The duties of this position will require the Database Application Developer to: Develop/enhance software components related to TSDS PEIMS to mainly improve performance of critical functionality of promoting and validating data; develop/enhance Oracle stored procedures to achieve targeted performance metrics established by the business team; unit test developed components; provide deployment and production support for the developed components; document issues found and report status; perform advanced computer systems analysis work; work under minimal direction with considerable latitude for the use of initiative and independent judgment; keep agency supervisor and management informed on issues and the status of work planned and completed by submitting weekly status reports WORKER SKILLS AND QUALIFICATIONS • Must be able to work with Business Customers, Section Managers, Project Managers, Business Analysts and Subject Matter Experts (SMEs) in a professional and collaborative manner to design strategies and implementation approaches • Must be able to work with the Data Warehouse, Database Administration, and Business Intelligence Teams in a professional and collaborative manner to ensure that data models comply with organizational standards • Must prepare all required artifacts accurately and in a timely fashion • Must possess strong written, verbal, and interpersonal communication skills • Must be able to develop processes and procedures for Data Warehouse and Business Intelligence infrastructure • Must be able to work independently in a team environment with local and remote teams • Must possess knowledge of project management methodologies both traditional and Agile/Scrum • Must possess problem-solving skills and ability to multi-task with readiness to put in extra efforts when necessary • Must perform work as assigned without direct supervision

Skills Preferred

Years Skills/Experience 3 Experience working in an Agile development environment, planning and participating in sprints. 1 Experience working with TEA applications. 1 Experience in reports development. 3 Experience with software change management and version management tools

Years Skills/Experience 7 Experience in working the full Software Development Life Cycle in an Object-Oriented framework where team is transitioning to agile development practices. 7 Experience in designing, developing and implementing complex, large scale database applications or data warehouses. 7 Experience and knowledge in use of Oracle stored procedures, PL/SQL, Dynamic SQL, and Exception handling 7 Oracle 10g/11g/12c 7 Oracle Stored Procedures 5 Experience in performance improvement and tuning of large scale enterprise applications. 2 Experience or working knowledge of Java based applications, or other OO software development.
