Position Description
DESCRIPTION OF SERVICES The Texas Department of Information Resources (DIR) requires the services of one ESSA IV&V tester, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Software Test Analyst 2 Category, Emerging Technology Type and the specifications outlined in this document for the Texas Education Agency (TEA). All work products resulting from the project shall be considered “works made for hire” and are the property of the TEA. TEA may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. TEA will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s). This position will be responsible for testing the ESSA System that is a complex federal grant that is split between several funds that are used for different types of school, students, and/or instructional category. The duties of this position will require the IV&V Tester to: Test software produced by the ITS division; Document issues found and report test status; Perform advanced computer systems analysis work; Work under minimal direction with considerable latitude for the use of initiative and independent judgment; Test TEA computer programs under the direction of a lead; Keep agency supervisor and management informed on issues and the status of work planned and completed by submitting weekly status reports WORKER SKILLS AND QUALIFICATIONS • Must be able to work with Business Customers, Section Managers, Project Managers, Business Analysts and Subject Matter Experts (SMEs) in a professional and collaborative manner to design strategies and implementation approaches • Must be able to work with the Data Warehouse, Database Administration, and Business Intelligence Teams in a professional and collaborative manner to ensure that data models comply with organizational standards • Must prepare all required artifacts accurately and in a timely fashion • Must possess strong written, verbal, and interpersonal communication skills • Must be able to develop processes and procedures for Data Warehouse and Business Intelligence infrastructure • Must be able to work independently in a team environment with local and remote teams • Must possess knowledge of project management methodologies both traditional and Agile/Scrum • Must possess problem-solving skills and ability to multi-task with readiness to put in extra efforts when necessary • Must perform work as assigned without direct supervision
Skills Required
Years Skills/Experience 7 Experience in working the full Software Development Life Cycle in an Object Oriented framework where team is transitioning to agile development practices. 7 Experienced and knowledgeable in use of test automation tools, particularly HP UFT, WAPT PRO, HP ALM. 7 Experience in designing, developing and implementing test plans, test cases, test scenarios and test reports, processes for web applications from Software Requirements Specification Documentation and other specification documents. 7 Experience with database query tools such as Oracle PL/SQL 7 Experience in functional, integration, performance, security, regression testing 2 Experience or testing knowledge of Microsoft .Net Framework and the following .Net languages: ASP.NET, VB.NET and C#.NET, or other OO software development.

Experience Required
Years Skills/Experience 2 Experience working in an Agile development environment, planning and participating in sprints. 1 Experience testing TEA applications. 1 Experience in Crystal reports testing. 1 Experience with software change management and version management tools
